Planning to get your cosmetology license in Oregon?
The first thing you need to know is that Oregon does not issue one umbrella “cosmetologist” license the way many other states do.
Instead, the Oregon Board of Cosmetology certifies separate fields of practice:
- Hair Design
- Barbering
- Esthetics
- Nail Technology
- Natural Hair Care
For someone searching for a traditional Oregon cosmetology license focused on cutting, coloring, chemical services and styling hair, the relevant Oregon credential is generally Hair Design.
If you also want to provide esthetics or nail services, you need the corresponding additional Oregon certification.
This guide explains the current Oregon Hair Design requirements, training hours, practical exam, written state board exams, passing score, fees, retakes, renewal rules and exactly what to study.

Oregon Cosmetology State Board Exam FAQs
1. Does Oregon have a cosmetology license?
Not exactly.
Oregon regulates cosmetology through separate fields of practice rather than issuing one single umbrella cosmetology certificate.
The main fields are:
- Hair Design
- Barbering
- Esthetics
- Nail Technology
- Natural Hair Care
If your goal is what most people mean when they search for an Oregon cosmetology license — cutting, coloring, styling, perming and chemically treating hair — the Oregon license you are usually looking for is Hair Design.
Hair Design includes services such as:
- Cutting
- Styling
- Shampooing and conditioning
- Permanent waving
- Chemical relaxing
- Hair coloring
- Hair lightening
- Beard and mustache shaving, trimming or cutting
However, Hair Design does not automatically give you the full scope of an Oregon esthetician or nail technologist.
That distinction is especially important if you are transferring a traditional cosmetology license from another state.
2. How many hours do you need for an Oregon cosmetology license?
For an hour-based Oregon Hair Design program, the current field requirement is:
1,110 hours
plus:
20 hours of Oregon Laws & Rules
and
20 hours of Career Development.
That means a student completing Hair Design as a single field at an hour-based school will normally complete 1,150 curriculum hours in total.
Oregon also requires 455 practical operations in Hair Design.
The additional 20 hours of Oregon Laws & Rules and 20 hours of Career Development only need to be completed once, even if a student completes multiple cosmetology fields.
Oregon also permits approved proficiency-based education, so not every student necessarily qualifies through a traditional fixed-hour program.
3. What does an Oregon Hair Designer do?
Hair Design is broader than basic hairstyling.
An Oregon Hair Designer may perform services involving:
- Haircuts
- Styling
- Shampooing
- Conditioning
- Thermal styling
- Permanent waving
- Chemical relaxing
- Hair coloring
- Hair lightening
- Temporary curling
- Braiding
- Beard and mustache cutting or shaving
- Scalp massage when connected with hair services
This is one reason Hair Design is the closest Oregon credential to what many people in other states call a cosmetology license.
4. Does Oregon require a practical cosmetology exam?
Yes.
But Oregon handles the practical examination differently from many states.
The Board recognizes a Board-approved practical examination administered through the school.
Your Oregon school sends the Health Licensing Office:
- Your official transcript
- Your completed curriculum hours
- Your practical-operation record
- Your passing practical examination score
Your practical exam is therefore normally completed before you go to the Health Licensing Office for your written examinations.
A passing practical examination score is valid for five years.
This is an important distinction: you generally do not show up at the Oregon Health Licensing Office carrying a mannequin and full practical state-board kit like candidates do in some other states.
5. What exams do you have to pass for an Oregon Hair Design license?
You need to pass two separate written examinations:
1. Oregon Hair Design Examination
and
2. Oregon Laws and Rules Examination
Each exam is scored separately.
You must earn at least:
75% on each examination.
The exams must generally be completed within two years of your application.
6. How many questions are on the Oregon cosmetology exam?
The Oregon Hair Design examination contains:
100 questions
with:
90 minutes to complete the exam.
You must also take the separate Oregon Laws and Rules examination, which contains:
90 questions
with another:
90 minutes.
So a first-time Oregon Hair Design applicant should prepare for two different written examinations, not one combined state board test.
7. What is on the Oregon Hair Design state board exam?
The current Hair Design examination contains 100 questions distributed across these major areas:
| Major Area | Questions / Approx. Weight |
|---|---|
| Hair Services | 53 questions / 53% |
| Anatomy & Physiology | 16 questions / 16% |
| Product Knowledge & Chemistry | 15 questions / 15% |
| Implements, Tools & Equipment | 6 questions / 6% |
| Safety & Infection Control | 6 questions / 6% |
| Microbiology | 4 questions / 4% |
This makes your biggest priority very clear:
More than half of the Hair Design exam is Hair Services.
8. What Hair Services are tested?
Hair Services make up 53% of the exam.
Current examination areas include:
Treatment of Hair and Scalp — 5 questions
Topics can include:
- Client consultation
- Hair and scalp analysis
- Treatments
- Knowing when referral may be appropriate
Hair Care Procedures — 2 questions
Including concepts such as:
- Shampoo services
- Scalp massage
Design Elements — 8 questions
Including:
- Elevation
- Form
- Texture
- Balance
- Hair design concepts
Cutting and Styling — 14 questions
Expect subjects such as:
- Shear cutting
- Razor cutting
- Clipper cutting
- Blending
- Tapering
- Fading
- Blow drying
- Thermal styling
- Wet styling
Chemical Procedures — 7 questions
Chemical Texture Procedures — 9 questions
Including:
- Permanent waves
- Chemical relaxers
- Rod sizes
- Wrapping
- Test curls
Hair Coloring — 4 questions
Hair Lightening — 4 questions
Chemical services are therefore a substantial part of the Oregon Hair Design examination.
9. What should I study most for the Oregon cosmetology exam?
A smart study priority would be:
1. Hair Services — 53%
This is more than half the exam.
2. Anatomy & Physiology — 16%
Focus especially on:
- Hair structure
- Hair growth
- Hair loss
- Scalp conditions
- Hair disorders
- Head anatomy
3. Products & Chemistry — 15%
Understand:
- Hair color
- Lightener
- Developer
- Relaxers
- Shampoo and conditioner
- pH
- Chemical reactions
Those three areas represent 84% of the Hair Design examination.
After you have those areas strong, review tools, infection control and microbiology.
10. What is on the Oregon Laws and Rules exam?
Every Oregon applicant must also pass a separate Oregon Laws and Rules examination.
It contains:
90 questions
and you have:
90 minutes.
Current exam areas include:
| Oregon Laws & Rules Topic | Questions |
|---|---|
| Facility Standards | 35 |
| Definitions | 21 |
| Licensing & Certification | 9 |
| Chemicals | 8 |
| Practice Standards | 6 |
| Facility Operations | 6 |
| Examinations | 5 |
The biggest mistake is treating this as a small side exam.
Facility Standards + Definitions alone make up 56 of the 90 questions.
You should study Oregon-specific sanitation, licensing and facility rules separately from your Hair Design material.
11. Where do you take the Oregon cosmetology written exam?
The Hair Design and Oregon Laws & Rules written examinations are currently taken through the Oregon Health Licensing Office in Salem.
Testing is offered on a walk-in basis during the HLO’s designated testing hours.
You do not normally need to schedule a standard written examination appointment.
Each examination has a 90-minute limit.
If you need to take multiple fields of practice, allow enough time to complete all examinations before the testing day ends.
12. What ID do I need for the Oregon state board exam?
Oregon currently requires two forms of original government-issued identification.
At least one must include a photograph.
The names on both forms of identification must match.
If your legal name has changed, you may need documentation showing the name change.
Do not arrive expecting a photo of an ID on your phone to replace the required original identification.
13. Can I take the Oregon cosmetology exam in Spanish?
Yes.
Oregon currently offers its cosmetology field examinations and Oregon Laws & Rules examination in:
- English
- Spanish
- Vietnamese
Oregon may also provide additional examination time for qualifying applicants whose primary language is not available as an exam language.
This can be especially useful for candidates who understand the material but need additional time when testing in English.
14. What score do you need to pass the Oregon cosmetology exam?
You need at least:
75% on the Hair Design examination
and
75% on the Oregon Laws & Rules examination.
The examinations are scored separately.
Passing one does not compensate for failing the other.
15. How much does the Oregon cosmetology state board cost?
For a standard first-time Hair Design applicant, current state fees are:
| Fee | Amount |
|---|---|
| Application | $30 |
| Hair Design examination | $45 |
| Oregon Laws & Rules examination | $45 |
| Initial two-year Hair Design certificate | $35 |
That equals:
$155 in standard state application, examination and initial certification fees
for one field of practice.
Your school tuition and any school practical-exam costs are separate.
16. What happens if I fail the Oregon Hair Design exam?
Oregon has a relatively flexible retake policy.
For the 1st through 10th failed attempts, you may generally retake a failed written examination on the next business day.
You pay the examination fee again for each retake.
After the 10th failed attempt, the Board may review your qualifications before allowing another attempt and may require additional:
- School hours
- Practical operations
- Training
So failing once does not mean returning to cosmetology school.
But repeatedly taking the exam without fixing your weak subjects becomes expensive and eventually can trigger additional education requirements.
17. What is the best way to study for the Oregon cosmetology exam?
Do not study as though Oregon uses a generic national cosmetology exam.
Oregon has its own current Hair Design blueprint.
Start with:
53% Hair Services
then:
16% Anatomy & Physiology
then:
15% Product Knowledge & Chemistry.
Those areas make up 84% of the exam.
After learning the content, complete practice questions that make you apply it.
For example:
- Which chemical procedure should be performed first?
- What should a hair designer do after noticing a scalp disorder?
- Which developer is appropriate?
- Which tool creates a specific cutting result?
- What should be done after contamination?
- Which chemical service is contraindicated?
Then practice a full:
100 questions in 90 minutes.
Study the Oregon Laws & Rules exam separately rather than assuming general sanitation knowledge will be enough.

18. Can I transfer an out-of-state cosmetology license to Oregon?
Yes, but Oregon’s structure matters.
Oregon does not offer one umbrella cosmetology certificate.
If you hold a full cosmetology license in another state, Oregon reviews your existing license and training to determine which Oregon fields of practice it corresponds to.
Your home-state licensing authority must verify that your authorization is active and in good standing.
Oregon may waive all or part of the education requirement for qualifying reciprocity applicants.
However, applicants generally still need to pass the appropriate Oregon written field examination and the Oregon Laws & Rules examination.
That means someone with a broad out-of-state cosmetology license may potentially need more than one Oregon field certification if they want to continue providing hair, skin and nail services.
19. How often do you renew an Oregon Hair Design license?
Oregon practitioner certificates are valid for two years.
The certificate becomes inactive on the last day of the month two years from its issuance or renewal date if it is not renewed.
The current renewal fee is:
$65 for each two-year renewal cycle.
There is also an important newer requirement.
Beginning July 1, 2025, Oregon cosmetology practitioners renewing Hair Design, Barbering, Esthetics, Nail Technology or Natural Hair Care must have current bloodborne-pathogens training.
The training is currently valid for one year, and practitioners attest to having current training when renewing.
Ready to Prepare for the Oregon Cosmetology State Board Exam?
The most important thing is understanding how Oregon differs from other states.
There is no single Oregon cosmetologist license.
For hair services, the relevant field is Hair Design.
For an hour-based program, expect:
1,110 Hair Design hours
455 practical operations
plus Oregon Laws & Rules and Career Development education.
Then you must pass:
100-question Hair Design exam — 90 minutes
and:
90-question Oregon Laws & Rules exam — 90 minutes
with at least:
75% on each.
Focus your written preparation on:
53% Hair Services
16% Anatomy & Physiology
15% Product Knowledge & Chemistry
and use timed practice questions until you can apply the information quickly.
